AFSANET: FCS VP Call for Candidates: December 21, 2007

This is a special AFSANET from FCS AFSA Vice President Donald Businger regarding his potential successors as AFSA VP in FCS in summer 2008.

As many of you know, I received an onward assignment for summer 2008 to Bern, Switzerland vice Julie Snyder. I will be resigning prior to the completion of my two year term as AFSA VP for FCS in summer 2008, and there will be no election for my successor since elections are only held every two years; under AFSA’s bylaws, the  AFSA Board will appoint my successor based on candidates proposed by me and AFSA Representative Stephen Anderson.

While FCS is going through the process of picking the new management team (DAS/OIO, 5 RDs, and CDAS Senior Advisor) for summer 2008 through the normal I-bid and assignment panel procedures, the issue of my succession was raised this week. Management decided, contrary to past practice, that the Senior Advisor DAS/OIO position to which I was assigned in early 2005 and subsequently ratified by the AFSA elections in mid-2005 and again 2007, and which is “twinned at the hip” with the AFSA VP position, has not and will not appear on I-bid for competitive bids. Rather management has suggested that officers interested in being appointed to the AFSA VP position/Senior Senior Advisor position signal their interest to me and through me to the AFSA Governing Board.

So the purpose of this special AFSANET is to solicit such expressions of interest by COB January 7, 2008, so that the Governing Board can consider the “candidates” prior to the next assignment panel meeting currently scheduled for January 10, 2008.

The conditions of being AFSA VP “half-time” and the TIC exceptions available are covered on www.afsa.org/fcs under the Collective Bargaining Agreement (CBA) and on OurPlace (CS/FS HR/Policies/TIC https://ourplace.ita.doc.gov/intranet3.nsf ).
