Current Issues:
- Ensuring fairness and proportionality in disciplinary actions and security clearance reviews.
- Urge State to adopt OPM and DoD standards in security clearance adverse action cases. (94 percent of cleared employees are cleared by OPM or DOD, why should State employees be treated differently?)
- Urge State to follow the example of DoD and OPM and completely remove from the security clearance review process questions related to service-related PTSD treatment.
Overseas Family Member/Parenting Related Committee
Current Issues:
- Maternity/paternity leave and travel, including telecommuting options for employees while away for parturition. Support Federal Employees Paid parental Leave Act of 2009: HR 626, S 354.
- Expanding EFM employment options and promoting jobs that match EFM skills and education and promoting telecommuting where possible.
- Language and other training for EFMS.
- Issues related to special needs children including promotion of “Special Needs Hub Schools” at certain larger hardship posts, to enable parents of SN kids to meet fair-share rules.
- Promoting consideration of family size with regard to shipping allowances.
- Push to reduce pressure to serve in unaccompanied posts/find ways to increase family contact for employees posted to such posts.
- Promote inclusion of at least one parent on every housing board.
GLBT Committee
Current Issues:
- Monitoring implementation of new regulations.
Committee on Entry Level and Junior Officers
Current Issues:
- Tandem issues affecting ELOs.
- Promoting ELO career development.
- Effect of Washington assignments on tenuring.
Assignment-Related Committee
Current Issues:
- Tandem issues including 5/8 rules as they relate to tandems.
Committee on Employees with Disabilities
Current Issues:
- Promote earlier paneling of employees with disabilities to enable access to career-enhancing positions.
- Reasonable accommodation including building in reasonable accommodation for sight and hearing impaired persons into mandatory FSI courses, and promoting centralized funding for RA to ensure availability at posts where needed.
- Overcoming obstacles to promotion related to inability to serve in danger posts.
- 5/8 waivers as they relate to employees with disabilities.
Committee on Iraq/Afghanistan Service
Current Issues:
- Incentives for Irag/Afghanistan service should not penalize those who do not/cannot serve there.
- Encourage flexible interpretation of SMA rules for employees with foreign-born spouses.
Committee on Specialist Issues/Diplomatic Security
Current Issues:
- Seek application of the Law Enforcement Officer’s Safety Act of 2004 to retired DS Agents.
- Urge the Department to implement the provisions of FTR 302-14 and offer a Home Marketing Incentive Program.
Committee on Specialist Issues/General
Current Issues:
- Increase promotion and career mobility opportunities for specialists
- Push for specialist-generalist conversion opportunities that do not involve loss of status/salary.
- Push for application of Service Needs Differential to specialists as well as generalists.
Committee on Specialist Issues/IRM and Related Fields
Current Issues:
- Push for consideration of hardship credit for regional personnel whose jobs require constant and lengthy TDY to hardship posts.
