In early 2014, before the Islamic State was well-known in the west, the group took full control of the northern Syrian city of Raqqa. The city has since become the capital of the Islamic State's self-declared caliphate and the focus of a major international counter-terrorism effort led by the U.S. The success of that effort will be determined by the composition of forces on the ground and a delicate dance with Russia, Iran and Turkey. What are the options? What are the risks? And how has U.S. policy towards Syria already adapted to address this challenge? Dr. Bick served from 2014 - 2016 as Director for Syria at the National Security Council. In that role he was responsible for helping devise and coordinate all aspects of U.S. policy in Syria, including the strategy to defeat the Islamic State and negotiations aimed at resolving the war.
