AFSA notes that the current FAS strategic plan does not specifically address management and organizational excellence. AFSA suggests adding a fourth goal to our strategic plan entitled “Strengthen Diplomatic and Program Capabilities through Management and Organizational Excellence”.

The key outcome associated with this goal would be to achieve “highly engaged and highly skilled workers supported by modern infrastructure and operational capacities”. A key performance indicator to determine our success in achieving this goal would be annual FAS employee responses to the OPM human capital survey.

If agency management agrees to include this goal in the agency’s strategic plan, AFSA encourages the inclusion of a limited number of achievable objectives that reflect management’s priorities and available resources. Examples of specific objectives that management might wish to include are:
Objective: Create career development and leadership programs for each mission-critical occupation.
Performance Measure: Career development and leadership programs completed for all mission critical occupations by June 15, 2007.

Objective: Develop a performance-based services contract with HRD to help ensure high-quality, timely and effective services.
Performance Measure: Contract in place by October 1, 2007.

Objective: Improve employee relations and improve the perception of FS and CS employees towards each other.
Performance Measure: Develop a survey to gauge employee satisfaction and commitment to the agency and implement by December 31, 2006.
Performance Measure: Document innovation and problem solving between unions, management and HRD.
Inclusion of this goal and the above specific objectives and their associated performance measures would help the agency to “get to green” on the OPM scorecard and would help to address some of the most significant management challenges facing the agency.
