AFSA FCS Vice President Update: July 6, 2006


Management has proposed changes "quick fixes" to the MPPAS regarding the minimum length of the appraisal period for the ITA-738 (currently greater than 30 days proposed to change to greater than 60) to address the problems related to a succession of multiple supervisors during the annual period; concerning the "delinquency" process for appraisals, especially in cases of rating periods ending prior to May 31or when rating officials have a large number of due appraisals (10 or more); and the length and format for ITA-723, especially the length of the rating official narrative (to be cut from 2 pages to 1.5 pages), separating the pages for reviewing official statement and employee comment (this was a mid-term Srping 2006 proposal of AFSA, among others), and setting up electronic sigantures (this also was the most important AFSA mid-term on this subject for Spring 2006).

It is important to note that (a) this is in followup to previous discussions of OFSHR with AFSA and with officers (especially the OIO Regional Directors and the DAS/OIO) on performance measures issues and problems needing to be addressed and (b) management has not made any of these proposals formally to AFSA under the Collective Bargaining Agreement (CBA), presumably with a view to agreeing prior to the formal process. I should add that AFSA generally does agree with all these proposals, but may yet in a month or so present members with a Zoomerang survey to get your feedback concerning various options.
