Secretary of State Award
Recognizes Volunteers at Post

AAFSW honored four FS employees and two spouses with the
2013 Secretary of State Award for Outstanding Volunteerism
Abroad, one FS spouse with the Eleanor Dodson Tragen Award
administered by
and one FS spouse with the Lesley
Dorman Award.
Since its inception more than 20 years ago, SOSA has hon-
ored more than 100 winners chosen from over 130 diplomatic
missions for their outstanding volunteer service. AAFSW is
fortunate to have the continued support of former Secretary
of State James Baker and his wife Susan, who helped estab-
lish the award in 1990.
This annual award is also supported by the ongoing dona-
tions of former Secretaries of State, including George Shultz,
Colin Powell, Henry Kissinger and Mr. and Mrs. James Baker.
The Green Family Foundation through Ambassador Stephen J.
Green also makes a substantial contribution. SOSA is admin-
istered in perpetuity by AAFSW, a nonprofit organization sup-
porting FS family members.

Bureau of African Affairs: Elizabeth “Betsy” Orlando, Abuja
Ms. Orlando, a Foreign Service officer, spearheaded numerous
projects and fundraisers in aid of the African School of Excel-
lence, Hope for Survival Orphanage and the Abuja Children’s
Home. Serving as the Mission’s “green queen,” she partnered
with other organizations to provide environmentally sustain-
able technologies to locals.
