Dear Mr. Naland:

Thank you for your letter regarding the procedures for driver's licenses in Maryland. The Maryland Motor Vehicle Administration (MVA) does accept an APO or FPO address for license holders who are on overseas assignments. The procedure applies only to military personnel and U. S. government civilian employees and their dependents, who legitimately use an APO or FPO address. The address is reflected on both the driver's license and vehicle registration during a tour outside the country.

A person can also renew or replace a Maryland driver's license while he or she is temporarily outside the State during the renewal period. If an applicant possesses a Maryland driver's license and is outside the State for the entire renewal period, he or she may apply for a driver's license that is "valid without a photo." The "valid without a photo" license packet is available by calling 1-800-950-1682 from Maryland or 1-301-729-4550 from other areas outside the State. The fee for a "valid without a photo" license renewal is $30; a replacement license is $20. The individual must obtain a regular photo driver's license within 15 days of returning to Maryland.

Individuals on a prolonged assignment outside Maryland may have difficulty providing the necessary proofs of residence needed to obtain a driver's license. A mailing address such as a drop box, or post office box alone does not indicate a place of residence. It is recommended that Maryland citizens outside the State for more than one year obtain a driver's license in the state or country of their extended residence, and then exchange that license upon their return to Maryland.

The MVA recognizes that stringent requirements for a Maryland driver's license or identification card may create hardships for individuals who cannot provide the required identity or residency documents. However, the proofs of identity and residency are essential in protecting Maryland's citizens, reducing the potential for fraud, and assuring an accurate licensing record and photographic image. Understandably, since the tragic events on September 11, even more stringent licensing requirements are in effect in Maryland. Specific proof of lawful admission into the United States is required from citizens of foreign countries. Both federal and State laws require that an individual be licensed only in their actual state of residence.
